The wallpaper we are using is a thin, white glitter and requires a lining paper underneath as the filler is viable without it. The issue is that once the lining paper has dried, it lists again off of the thermal roll once the top paper is applied. I believe that having two papers on top of the thermal paper doesn’t work and wondered if painting the surface of the thermal paper would be a better idea. This way, there will only be one layer of paper and no visable filler showing through. We have already used the same lining paper and top paper on the chimney breast and had no problems.

Ive had a lot of problems with this thermal liner paper. Put the paper up as suggested then I
put a 1400 grade lining paper over so it can be painted with a good ready mixed paste but had
trouble with the edges as the underneath paper seemed to push the lining paper joints had to scrape the joints and face fill then lined again over but still not happy with the finish its a good job I have worked for these people for years or else I would feel a right chancer still having problems never put this up again.
If your walls are very damaged, use 1700 or 2000 grade lining paper. For somewhat damaged walls, pick 1200 or 1400 grade. If your walls are quite smooth with not much damage, go for the thinnest ones, 800 or 1000 grade.
